Old Wan Chai Police Station Transforms into International Organization for Mediation
An iconic piece of Hong Kong’s heritage is set to begin a new chapter as the historic Old Wan Chai Police Station undergoes a remarkable transformation into the International Organization for Mediation (IOMed). The restored complex is expected to open its doors later this year, marking a significant milestone in both cultural preservation and global diplomacy.
Built in 1932, the Old Wan Chai Police Station is a Grade II historic building, known for its distinctive colonial-era architecture. After years of careful restoration, the site will now serve as the headquarters for the IOMed—the world’s first intergovernmental organization dedicated exclusively to international mediation.
The adaptive reuse project preserves the building’s original façade and key architectural features while integrating state-of-the-art facilities to support mediation and conflict resolution. The design pays homage to the site’s storied past while equipping it for a forward-looking mission. Upon completion, the revitalized heritage building will feature:
- Mediation facilities
- Conference rooms
- A library
- Office spaces
- Security screening zones
- Reception/waiting areas
- Back-of-house support/storage areas
- An open-air parking lot
The successful transformation of this historic site was made possible through the expertise of Northcroft Hong Kong Limited, which provided post-contract quantity surveying services under an NEC4 Option E Cost Reimbursement Contract with a Contractor Design and Build approach.
Given the complexity of the project—where the design was being finalized as works proceeded—extensive cost monitoring was critical to keeping the total budget in check. Northcroft’s team carried out real-time estimates as the design evolved, working closely with the Contractor on a partnering basis to pre-determine costs. Their rigorous oversight included:
- Verifying the Contractor’s site expenses
- Monitoring sub-contracts, quotations, and materials
- Determining reimbursable costs under the Contract
To ensure seamless execution, Northcroft dispatched a dedicated resident site team of six surveyors, who played a pivotal role in maintaining financial control while preserving the building’s heritage integrity.
The IOMed, initiated by China and supported by multiple countries, aims to provide a neutral platform for resolving international disputes through peaceful dialogue. Hong Kong’s strategic position as a global financial and legal hub makes it an ideal location for this groundbreaking institution.
The organization will offer mediation services for international disputes including trade, investment, and geopolitical conflicts, reinforcing Hong Kong’s role in international governance. Experts believe the IOM’s establishment will enhance the city’s reputation as a center for arbitration and diplomacy.

The signing ceremony for the Convention on the Establishment of the International Organization for Mediation was held in Hong Kong today (30th May ), with representatives from 32 countries, including China, signing the convention to become founding member states. Wang Yi, member of the Political Bureau of the CPC Central Committee and Foreign Minister, attended the event, along with representatives from over 80 countries and 20 international organizations. Many nations sent their foreign ministers or justice ministers to participate.
This transformation of historic Old Wan Chai Police Station not only breathes new life into a cherished landmark but also positions Hong Kong at the forefront of international conflict resolution. The Old Wan Chai Police Station’s journey from colonial-era law enforcement to a beacon of global peace underscores the city’s evolving legacy.
